ChatGPT Ads Manager

OpenAI Ads Manager Beta is the official self-serve interface for building, launching, and measuring ChatGPT ad campaigns. It is open to businesses in 89 countries; ads run only after they pass OpenAI's review, and some accounts must also complete business verification.

Checked against OpenAI's help center on 26 Oct 2026.

A self-serve beta that is actively expanding

OpenAI says the focused pilot ran from February through April and self-serve onboarding is now expanding. The current product supports core buying, billing, access, reporting and conversion measurement, with campaigns bought per impression, per click or optimized for conversions. OpenAI also warns that features and delivery may change during beta.

Verified from OpenAI's Ads Manager Beta overview and current advertiser FAQ.

How to set up a ChatGPT Ads Manager account

The steps below summarize OpenAI's account setup guide.

  1. 1Go to ads.openai.com and sign in.
  2. 2Start from your website URL, or skip ahead and create a campaign later.
  3. 3Enter the advertiser name. You can edit it later.
  4. 4Choose the country or region, currency and time zone. These can't be changed later.
  5. 5Set up billing, which is required before campaigns deliver.
  6. 6Invite teammates.

Once you belong to 10 or more ad accounts, you can't create a new one yourself. See OpenAI's account setup guide.

Logging in and team access

The login is at ads.openai.com: select Login or Sign up and use the OpenAI account you use for ChatGPT. If your business already has an ad account, ask its administrator to invite you instead of creating a second one. One login can open every ad account you belong to, and you can switch between them.

RoleWhat it can do, according to OpenAI
AdminFull access to the platform
MemberCreate and manage campaigns
ViewerView content only

Administrators invite people under Settings → Users and choose one of three roles.

The advertiser name you enter at sign-up becomes the account's Account Name, Brand Name (the name shown with your ads in ChatGPT) and Legal Name. Since 25 Sep 2026 you can change them separately under Settings → General. A new Brand Name pauses your ads until it passes brand review, and a new Legal Name restarts business review and may pause them. For sign-in or account problems, OpenAI's ads support address is ads-support@openai.com. Source: OpenAI's account setup guide.

Buying through agency and technology partners

Advertisers can also buy ChatGPT ads through partners. On 5 May 2026, OpenAI named agency partners including Dentsu, Omnicom, Publicis and WPP, and technology partners such as Adobe, Criteo, Kargo, Pacvue and StackAdapt. Source: OpenAI, "New ways to buy ChatGPT ads".

In the ads our own collector captured from 1 to 25 Oct 2026, 5,948 ad placements had a click link that runs through Criteo's ad server and 3,433 through StackAdapt's, including ads for LLBean, Guitar Center and Northern Tool + Equipment (Criteo) and Allianz, Ericsson and Experian (StackAdapt).

If you want someone else to handle day-to-day ChatGPT ads management, OpenAI says its partners help with campaign budgeting, bidding and ad creative, while OpenAI's system controls delivery. Agencies keep a separate ad account for each client (see the FAQ below). For category research before you hire, see ChatGPT ads for agencies.

How campaigns are structured in Ads Manager

ChatGPT Ads Manager has four levels. An ad account holds campaigns, each campaign holds ad groups, and each ad group holds ads.

LevelWhat you set there, according to OpenAI
Ad accountBranding, currency, time zone, account access, spend limits
CampaignObjective, budget, schedule, location and platform targeting, audiences to include or exclude, conversion events
Ad groupBid strategy, context hints, audience bid multipliers, product set
AdCreative, image or product template, destination URL

Developers can manage the same structure through the ChatGPT Ads API at api.ads.openai.com.

Objectives, bidding and budgets

You can buy ChatGPT ads per 1,000 impressions (Views), per click (Clicks) or optimized for conversions (Conversions, for eligible advertisers). Conversions is billed per click or per 1,000 impressions, never per conversion.

  • OpenAI says ads win a "relevance-weighted, second-price auction" and suggests a starting maximum bid of $3 to $5 per click.
  • The minimum daily budget depends on currency, for example 25 USD, 15 EUR or 15 GBP. It is averaged over a Sunday-to-Saturday week, so one day can spend up to twice it.
  • Bid strategies are fixed bid, maximize clicks and maximize conversions. OpenAI calls the last two "Maximize Results".
  • A campaign's objective can't be changed after the campaign is created. To switch, create a new campaign.

More on pricing: ChatGPT ads cost.

Billing, payment thresholds and budgets

ChatGPT ads are billed after delivery (postpay). Self-serve accounts pay by card when unpaid spend reaches the account's payment threshold, and for any balance left at the end of the month.

  • Before delivery: add a billing profile (business name, address and invoice email) and a card. Your bank may show a temporary authorization hold; it isn't a charge.
  • Payment threshold: not a budget or a spend cap. It typically starts low, may rise after successful payments, and neither you nor support can change it. With a $25 threshold, each $25 of unpaid spend is charged, so equal charges aren't necessarily duplicates.
  • Failed payment: ads may stop and show as Not serving until the billing issue is resolved; paying the invoice doesn't guarantee delivery resumes.
  • Invoice terms: eligible sales-managed advertisers on postpaid invoice terms are billed by invoice, and eligible invoice accounts can set an account-wide daily spending limit; card-billed self-serve accounts can't.
  • Budgets: a campaign-total budget can be switched to a daily budget, but not back.
  • Tax IDs: VAT and tax IDs apply to future invoices only.

Targeting: location, platform, audiences and context hints

Ads Manager targets by location, platform, customer lists and context hints, which OpenAI says are not exact-match keywords.

  • Context hints: up to 2,000 per ad group. OpenAI says they do not guarantee delivery.
  • Location: country, plus states or regions, cities, markets and postal codes where available. Product-feed campaigns can target countries only.
  • Platform: iOS app, Android app, iOS web, Android web or desktop web.
  • Customer lists: 25,000 matched users to target or raise bids; no minimum to exclude. Not available in the EEA or Switzerland, where OpenAI does not yet offer personalized ads.

Measuring results: the OpenAI Pixel and Conversions API

Ads Manager measures conversions with the OpenAI Pixel, the Conversions API, or an image tag that works without JavaScript.

  • A click adds an oppref reference to the landing-page URL, which the Pixel keeps in a first-party cookie for 30 days.
  • Default attribution: 30 days after a click, 1 day after a view.
  • Impressions, clicks and CTR refresh about every 15 minutes, but spend can lag 7 to 8 hours, according to OpenAI.

Setup details and limits: ChatGPT ads measurement.

Ads, creatives and review

Each ad has a title, a description, an image and a landing page, and ChatGPT shows it with your advertiser name and logo. OpenAI's bulk-upload checklist recommends titles of 16 to 24 characters (50 at most) and descriptions of 32 to 48 characters (100 at most), with square PNG or JPG images no larger than 1200 x 1200 pixels. Ads go live only after they pass OpenAI's review. If an ad is rejected, the message in Ads Manager helps you find the text, image or landing page at fault, and you can appeal or select Request Review. Landing pages must not block OpenAI's crawlers (OAI-AdsBot and OAI-SearchBot). Sources: OpenAI's ad creation guide, bulk upload checklist and policy troubleshooting guide.

Countries with current self-serve access

Self-serve sign-up is open in 89 countries, according to OpenAI's Ads Manager Availability page on 25 Oct 2026. On 21 Oct 2026, OpenAI said ads run in 89 countries and that more than 100,000 advertisers have run campaigns on ChatGPT. The business that advertises and pays must be based in a listed country. Some new accounts can at first advertise only in their home country.

The ChatGPT Ads Manager plugin

Since 16 Sep 2026, advertisers can also manage campaigns with OpenAI's Ads Manager plugin, which works from ChatGPT or Codex. According to OpenAI's plugin guide:

  • It drafts ads from a website or brief and shows a preview before anything is saved.
  • It can create up to 50 standard ad variants in one request, and product-feed campaigns.
  • It can pause, activate or archive campaigns, ad groups and ads, and every change needs your confirmation.
  • Without a date range, it analyzes the last 7 completed days, and its reviews are recommendation-only.
  • Billing, tax, legal identity and appeals stay in Ads Manager. The plugin doesn't receive conversion value, so it can't report revenue or ROAS.

FAQ

ChatGPT Ads Manager, answered

The questions people actually ask.

01

What is ChatGPT Ads Manager?

OpenAI Ads Manager Beta is OpenAI's self-serve platform for creating, launching, monitoring, and updating ChatGPT ad campaigns.

02

Is OpenAI Ads Manager still in beta?

Yes. OpenAI currently calls the product Ads Manager Beta and says its capabilities, inventory, formats, delivery systems, and measurement tools will continue to evolve.

03

How do I access ChatGPT Ads Manager?

Go to ads.openai.com and sign in with your OpenAI account. Start from your website URL or skip ahead, enter your advertiser name and account details, then set up billing, which is required before campaigns deliver. OpenAI says ads go live once they pass review.

04

How do I log in to ChatGPT Ads Manager?

Go to ads.openai.com, select Login, and sign in with the OpenAI account you use for ChatGPT. If your company already has an ad account, ask one of its administrators to invite the email address you sign in with (Settings → Users → Invite).

05

Where is Ads Manager available?

OpenAI's Ads Manager Availability page lists 89 countries for self-serve sign-up as of 25 Oct 2026. They include the United States, United Kingdom, Canada, Australia, India, Japan, Brazil, Mexico, France and Germany. The business that advertises and pays must be based in a listed country.

06

What can I do in Ads Manager?

Current official documentation lists guided campaign creation, bulk upload, campaign and ad management, performance tables and charts, CSV exports, billing, user permissions, API keys, and change logs. Some capabilities remain limited during beta.

07

What is the minimum budget in ChatGPT Ads Manager?

It depends on your billing currency, for example 25 USD, 15 EUR or 15 GBP a day. Spend is averaged over a 7-day week, so one day can reach twice the daily budget and a week no more than 7 times it.

08

Does ChatGPT Ads Manager have a pixel?

Yes. You can measure conversions with the OpenAI Pixel or the Conversions API. By default, conversions count up to 30 days after a click and 1 day after a view.

09

Can I see competitors' ads in ChatGPT Ads Manager?

Not according to OpenAI's documentation. Ads Manager reports on your own campaigns. To see other advertisers' ads and the questions that trigger them, use the ChatGPT Ad Library.

10

What is the ChatGPT Ads Manager plugin?

It's OpenAI's plugin for managing ChatGPT ads from ChatGPT or Codex, launched on 16 Sep 2026. It can draft and preview ads, create up to 50 standard ad variants per request, and pause, activate or archive campaigns. Every change needs your confirmation, and billing, tax and legal identity stay in Ads Manager.

11

How quickly does ChatGPT Ads Manager reporting update?

According to OpenAI, impressions, clicks and CTR refresh about every 15 minutes, but spend can lag 7 to 8 hours.

12

Can agencies manage ChatGPT ads for clients?

Yes. OpenAI's setup guide says to create a separate ad account for each advertiser, and one OpenAI login can open every account you belong to. Once you belong to 10 or more ad accounts, you can't create another yourself, but you can still be invited to existing ones. OpenAI also names agency partners including Dentsu, Omnicom, Publicis and WPP.

13

Which ChatGPT users see the ads?

Ads may appear for people on the Free and Go plans and in logged-out ChatGPT. Plus, Pro, Business, Enterprise and Edu accounts don't have ads, and OpenAI doesn't show ads to accounts it identifies as belonging to someone under 18.

14

Where is the ChatGPT ads dashboard?

The dashboard is Ads Manager itself: sign in at ads.openai.com. It shows impressions, clicks, spend, CTR, average CPC, average CPM and conversions for your own campaigns. To see other advertisers' ads, use this library.

15

Is the ChatGPT Ads API the same as the OpenAI API?

No. The ChatGPT Ads API at api.ads.openai.com manages campaigns, ads, audiences, conversions and reports, with a key you create in Ads Manager under Settings for one ad account. The OpenAI model API at platform.openai.com is for building with OpenAI models and tools. More: ChatGPT Ads API.

16

How does billing work in ChatGPT Ads Manager?

Billing is postpay: you pay after ads are delivered. Self-serve accounts are charged by card each time unpaid spend reaches the account's payment threshold, and for any balance left at the end of the month. The threshold typically starts low, may rise automatically with successful payments and is not a budget or spend cap. Eligible sales-managed advertisers on invoice terms are billed by invoice instead.

17

Why are my ChatGPT ads not serving after a payment failed?

After a failed charge, ads may stop delivering and show as Not serving until the outstanding invoice is paid. Saving a new card doesn't pay the invoice by itself. Once it's paid, check the status tooltips, because other account, billing, policy or campaign issues can still block delivery. If the payment stays unresolved, contact ads-support@openai.com.

18

Is this site the OpenAI Ads Manager login?

No. ChatGPT Ad Library is an independent research library and is not affiliated with OpenAI. Use ads.openai.com for the official product and account access.
